A recent survey by Money.com.au reveals that many Australians still struggle to fully comprehend the tiered private hospital insurance system, which was introduced five years ago to simplify healthcare coverage.
Despite its goal of providing clearer comparisons across health funds, the system remains confusing for a significant portion of the population. According to the research, more than half of Australians with private health insurance only have a partial understanding of the Basic, Bronze, Silver, and Gold tiers.
Notably, 13% of respondents stated that the current tier system is just as perplexing as the previous insurer-specific policies, which it was designed to replace.
The tiered system, implemented in April 2020, was intended to make private health insurance more navigable by providing a minimum set of hospital treatments for each tier. This framework allows consumers to make more informed comparisons between different health funds. However, Money.com.au’s General Manager of Health Insurance, Chris Whitelaw, argues that the system has not fulfilled its promise of simplicity.
Whitelaw pointed out that many Australians are spending thousands of dollars each year on premiums without fully understanding the details of their coverage, including what is covered and what is not. One of the key areas of confusion lies around “Plus” policies, which offer additional coverage beyond the basic tier requirements. These policies, however, vary widely between insurers, contributing to further confusion.
The survey also highlighted generational differences in understanding. Millennials led the pack, with 36% reporting a solid understanding of the tier system, followed by Baby Boomers at 30%. Generation X had the lowest self-reported understanding at 26%, while Generation Z was slightly higher at 29%. Overall, only 31% of survey respondents said they easily understood the system.
